Despatok from Lung Tutu to H.M. Consul-General.

Extradition of Chung Hsiu-nan.
While Tutu in Janten, the rebel Oh'en Ch'iung-
ming had a cousin Chung Heiu-nan occupying a responsible
post in the Treasury Department. On August 4, when
the Lu Chún revolted, Chung decapped to Hongkong with
$150,000 og Government funds, This money, which was in
the Shamien branch of the Hongkong & Shanghai Banking
Corporation, was transfered in Chung's name to the
Hongkong office of that Bank and Chung got a friend
called Young Sai Ngam to have the money transferred to
the Russian Bank in Hongkong. An officer sent to make
enquiries informs me that the money is still in the
Russian Bank andt that Chung Hsiu-nan is resident in the
Colony.
It appears to me that Chung's offence is so clear
that he cannot but be arrested and punished.
I have de-
puted Lao Yee Fun to proceed to Hongkong to prosecute
qnquries and I should be obliged if you would be good
enough by telegraph to request H.E. the officer Adminis-
tering the Government to instruct the Police to arrest
Chung Hsiu-nan and hand his over to Lao Yes Fun, to be
samo
brought back to Canton for trial: and at the time to
instruct the Russian Bank to retain the sum of $150.000. 00
deposited therein by Young Sai Ngan -
